Users can select custom image for background but they need to be saved in the Documents folder. Add a help to the Background settings panel that explains how to save images to Documents (See http://bugs.sugarlabs.org/ticket/4675) Note that we are currently in Feature Freeze, therefore you should submit a patch, but not a Pull Request when you complete this task.
