Re-implement BIRT module on top of reporting module

OpenMRS BIRT module produces clinical patient summaries, facility, indicator reports in different formats. But currently it lacks support for latest BIRT Runtime releases, data generated by the core reporting module and RESTful web services and ultimately not well integrated with the recent OpenMRS Reporting module.
