FedFin application is built in the following task "TASK AA 01 - BULDING FED-FIN APPLICATION BY INTEGRATING ALL "TASK A""

Every web app should be installed or configured so that it creates needed database and tables. At this moment it is mixed with the application which is not a good practice.

You need to separate this installing process and make it stand alone.

1. Create a directory, setup in the main application(fedfin/) then write a script to create needed databases and tables. Therefore to install the application that script should be accessed first.

2. If someone try to access fedfin/index.php before installing it should give an error and promote to install the app.
