lacks creation of a legend.

This task is about the creation of a legend page for the WMS case.

Via WMS (http://en.wikipedia.org/wiki/Web_Map_Service) a legend image can be queried.

This legend image  can then be saved  and be embedded via HTML syntax into the legend.html that is generated for the theme. For an example of use for the legend.html see the Historic map (~/.local/share/marble/maps/earth/faden1786/legend.html).
